The Department of Public Enterprises (DPE) under Ministry of Heavy Industries & Public Enterprises introduced the CSR Guidelines in March 2010 for the Central Public-Sector Enterprises (CPSEs) to commit themselves to the concept and practical implementation of Corporate Social responsibility. These guidelines look deeper into the matter of Sustainability and Corporate Social Responsibility.
Under these guidelines, the CSR interventions are required to be thoroughly and scientifically researched and on this basis the intervention programmes have to be formulated and implemented. For this, the Tata Institute of Social Sciences was invited to set up the National CSR Hub in 2010 and hence the HUB was formally launched on 21st March 2011.
…The DPE guidelines on CSR and Sustainability for CPSEs, place a thrust on CSR and sustainability, on capacity building, empowerment of communities, inclusive socio-economic growth, environment protection, promotion of green and energy efficient technologies, development of backward regions, and upliftment of the marginalised communities.

Under DPE guidelines and the Companies Act (2013), National CSR Hub, TISS, undertakes projects to enable PSEs, the Corporate, and the Not for Profits to define, design and implement holistic CSR initiatives that are integral to its organization’s’ vision, values and goals.
In this endeavour, TISS and ministry has a role in defining the next generation CSR, for both the public and the private sector, global level.
