For the past 8 decades, the Tata Institute of Social Sciences (TISS) has been undertaking capacity building and training of both the corporate and voluntary sector in sustainable community development practices. The National Corporate Social Responsibility (NCSR) Hub at TISS was mandated by the Department of Public Enterprise, Ministry of Heavy Industries and Public Enterprises, Government of India to design an accreditation system for financial due diligence and programmatic audit, for the implementing partners for the Corporate Social Responsibility Agenda of Public Sector Undertakings.
Since 2011, the Empanelment process has been designed as an evaluative framework to assess the financial and programmatic aspects of Not for Profit organisations in the voluntary sector. The National CSR Hub, TISS shall empanel organisations that have the capacity to deliver, have a planned approach and a people oriented program and strategy.
When the Department of Public Enterprise, Ministry of Heavy Industries and Public Enterprises, GoI approached TISS with the concept of the National CSR Hub; TISS conducted a Gap Analysis to look for any lacunae among the evaluation processes of various organizations and found out that all evaluation programs and methods focus only on the funding aspect and financial due diligence of Not for Profits. The Empanelment process followed by the National CSR Hub, TISS focuses on financial due diligence and capacity building along with a research oriented approach.
The Empanelment process aims to develop a database of various types of development organizations with whom the TISS community at large can interact with to create an environment of mutual learning. In the long term, empanelled organizations can be explored for support in student field work, academic research, policy and advocacy. Through the empanelment process, we also aim to create a database of development projects.
